Relic Appraisal Notifications

I had a nice .gif recorded but file size limits have halted me uploading. The appraisal process was missing something to indicate your rank progress. So now when you appraise a Relic you will be notified of your rank progression.

Short and sweet

Nothing more in this release. Just wanted to get this feature out to the public.
